These guidelines are intended to help member countries of the Association of Southeast Asian Nations (ASEAN) reopen schools and keep them open for safe, in-person education. This is an urgent priority for sustaining the learning process of children and adolescents, ensuring their right to education and recovering learning losses. The guidelines also aim to strengthen the resilience of education systems and the cross-cutting efforts that connect them. This guideline has three purposes: (ii) Address the urgent need of ASEAN Member States for safe school reopening and operations, urgent strategies to ensure learning recovery and continuity from pre-primary to secondary education; (iii) propose performance indicators for monitoring and evaluating the progress and results of these strategies;

The theory of change identifies key strategies and suggests actions and inputs for advancing outcomes and outputs. They are based on global and regional evidence to guide their effectiveness and fairness. The guidelines also propose key performance indicators and rubrics for self-assessment to monitor and assess the implementation and progress of the proposed strategies.
